States Tsai's English grade is not serious. Explains past Chinese students do well with grammar and rhetoric, but are weak in composition and general language use.

My dear Dr. Tenney:-

I beg to acknowledge the receipt of your favor of the 29th
inst. enclosing a check for $320 covering bills of Messrs. Tsai and Seetoo. I enclose our Treasurer's receipt for the same. The delay is fully understood, and is of no consequence. Tsai's failure in English, I think, will not prove serious. Our experience with Chinese boys in the past shows them generally splendidly efficient in handling grammar or rhetoric, but somewhat week in composition and the use of the language in general. This is only natural, and I wonder that they do as well with them as they do.
