Dear Dr. Steams:&#13;
&#13;
Mr. Smith has shown me your letter with regard to Kong Y. Tu, and in reply let me first express our appreciation for your confidence in recommending that he attend Burdett College.&#13;
&#13;
In the past we have had a number of Chinese students, all of whom have distinguished themselves by their intellectual grasp of the instruction and subject matter. Their attitude was usually all that could be desired. Mr. Tu has been an exception. He is somewhat of a problem, but one, despite our discouragements, that we are not, as yet, inclined to admit as impossible.&#13;
&#13;
Mr. Tu seems unwilling to concentrate. He is generally inattentive in class and has been, in some instances, disrespectful to instructors. Furthermore, he demonstrates a tendency not to work seriously upon the subjects that he does not take to naturally. Two minor subjects, penmanship and typewriting, have enlisted his interest and in both he has done fair work.&#13;
&#13;
In the ordinary course of events, we would some time ago have asked him to withdraw, but we believe he has both the ability and background and if we can, through appeal or otherwise, awaken a desire within him, we can help him overcome most of his difficulties. In that attempt, we have resorted to appeal, to inspiration, and to the setting up of a definite requirement as to objective, but our efforts so far have not brought the result that we wish.&#13;
&#13;
Today, as a final endeavor, we are starting upon a plan which in conference we have explained to him. In this endeavor, he is to be put upon a basis where he will be subjected to the direct supervision of his department head and three school officers. We have taken the rather unusual step of attempting to enter into an agreement with him, the salient features of which are that he will accept a schedule of hours comparable to those observed in a business day and that he will remain after school hours under definite supervision.&#13;
&#13;
The program we have outlined for him is enclosed, and he has agreed that upon its presentation in the morning he will sign it. We are taking this rather extraordinary step because there is that element in the character of the pure Chinese whereby once having made an agreement, the conditions of the agreement are ordinarily carried out. We do not know whether this will work out successfully or not, but we shall try it.&#13;
&#13;
Conferences with Mr. Tu have been numerous. Each time he admits his fault and indicates a willingness to make correction. Sometimes he has shown resentment toward the attempts we have made to hold him to a requirement. He has now promised that his attitude will be different with respect to the enclosed schedule.&#13;
&#13;
This report is somewhat detailed — more so than I had intended it to be — but your interest in the case has been the reason for it. Had we known the extent of your interest, we would have submitted a report earlier. Mr. Tu has received such reports as are regularly issued, and we understood that he had conferred with you with regard to his marks and his progress. We shall, however, from this point on report directly to you upon all matters relating to him and his work here.&#13;

My dear Mr.Wells: &#13;

I am deeply indebted to you for the exceptionally generous and helpful way in which you have investigated and reported for me in the case of Mr. Kong. Y. Tu. The report is naturally very discouraging, but altogether too familiar in its general character.&#13;
During the past thirty years I have had to deal at first hand, in most cases acting as their American guardign, with some sixty or seventy Chinese students in this country. At the present moment I have three in my care, of whom Tu is one. With only one other or possibly two other exceptions, Tu differs completely from the main body of these students, and in just the ways that you have so clearly outlined. He has been a problem from the start, and on several occasions I urged his father to take him back to China, as it seemed to me that it was a sheer waste of time for the boy to stay here longer, pretending to study when he was getting no here, and to waste also the father's money, of which Mr.Tu, Senior, has none too much.&#13;
&#13;
Last year Mr. Du Senior, for many years an admiral in the Chinese Navy, called on me in person, and I met him again a few weeks later in England. Through the interpreter whom Admiral Tu carried with him, we went into every detail of Kong's situation, and I held back nothing. The father's distress was manifest for he is a man of exceptionally fine character himself, and filled with ambitions for his son. After many discussions, it was decided to give Kong one more chance in this country, but to drop all thought of giving him any further education along cultural or purely scholastic lines and to turn him to a straight business training. That is why he was finally sent to you.&#13;
&#13;
From your report, I am led to believe that we must abandon all hope of changing this boy's general make-up and points of view. He lacks ambition, he lacks stability, and I am afraid he lacks any rigid and compelling moral standards. It has been my hope all along that he would emerge from his lethargy - or worse - if we gave him time, but he is far older than he ought to be in view of his progress to date and I am pretty sure that further efforts to educate him in this country along any lines will be only wasted.  In view of the special plans which you have made for the boy, however, I am ready to wait a bit before making the decision operative. Certainly this final test ought to convince us one way or the other, and it certainly offer the boy himself his chance to prove his worth. I shall deeply appreciate, therefore, any further reports which you are willing to send me, reports which I trust you will make with the same frankness and clearness with which you have made this present one.&#13;

The month in which the experiment with Mr. Tu was to have been made has now passed, and we think you will be interested in the report of what has occurred.&#13;
&#13;
We are somewhat encouraged. The method devised seems to have brought some result. Mr. Tu has worked in accordance with the regulations devised, and though he found it difficult at first, he adapted himself quite readily as time went on.&#13;
&#13;
At first it was my inclination to give you a resume of the report submitted by his Department Head - who has Mr. Tu in direct charge - but I believe it would be more to the point if I sent you an actual copy of the report itself. This is enclosed, and from it you will notice how very detailed has been the supervision to which Mr. Tu has been subjected during this probationary month.&#13;
&#13;
I have discussed this report with Mr. Tu and have told him that it is being forwarded to you. It is my belief that he is somewhat impressed by his own progress, and if the system is continued, there is likelihood that it might bring the result which is desired. At least, we believe it to be promising enough to warrant a continuance, and we shall proceed in accordance with the same schedule unless you deem it wise that we change.&#13;

Enclosed we send you the report of Mr. Tu’s work for the month of February. I think we can feel a bit encouraged. Mr. Tu has stuck to the job, but it requires constant pressure.&#13;
&#13;
This week he has asked that we alter our schedule somewhat. It appears that he feels he needs an hour in the afternoon for relaxation. He has further promised that if we will excuse him for the hour in which he has been doing his arithmetic home work, he will faithfully devote an evening hour to that subject. We have taken him at his word and will put him on trial for one week to see whether or not we can make the change in the requirements without sacrificing anything in the way of accomplishment&#13;
If we can hold him to the program, I feel that something can be accomplished in his behalf. I believe, too, that he has begun to see something of value in the plan, although it is hard for him to hold himself to a given task, especially when the presence of errors makes it necessary that he go back over the work he has done in an endeavor to locate the error.&#13;

His instructors continue enthusiastic in the experiment, and unless you have some suggestion, we shall keep on as we have started.&#13;

REGARDING Mr, KONG. Y. TU&#13;
First month’s report under special program.&#13;
&#13;
ATTITUDE. Mr. Tu seems to have made a real attempt to cooperate with his teachers. His general conduct has shown material improvement. &#13;
&#13;
APPLICATION. The program laid out a month ago has been followed. It has been rather difficult at times for him to rid himself of his old tendency to do nothing, but he has, during the month, put in a creditable amount of hard work.&#13;
&#13;
RESULTS. Arithmetic: His home work under Mr. Pulsifer’s supervision has been of passable grade, dur probably to Mr. Pulsifer’s refusal to allow him to give up until he had gotten the right answers to the problems upon which he was at work. His work in the classroom for the month of January averaged only about 40$ in point of accuracy. However, for the first week in February his home work, from standpoint of accuracy, averaged 80$, and his work in the classroom, 60$ — quite a marked advance over what he had previously attained.&#13;
&#13;
Business Practice: His books covering work performed in the last six weeks have been handed in for examination. Mr. Seavey reports them to be in very poor condition. Much work is still necessary to bring them into shape for approval.&#13;
&#13;
Accounting: Part II. It came to our attention at the end of January that his work as presented was in such poor condition that it could not be accepted for credit, neither could Mr. Tu pass the test given upon the work covered. He is now repeating this work with Miss McGuiggan, and I have required him to report to her each morning in order that she might check his completion of the previous day’s home work. This he has done regularly, and but for his absence of one day his work for the week would be complete. He has promised to make up this day’s work before he leaves tonight. Miss McGuiggan says the work in Accounting being handed in is acceptable, and she feels that he will make the grade so far as Part II Accounting is concerned.&#13;
&#13;
Spelling: For the month of January his grade in Spelling is "A” — rather remarkable, for it is the first time that he has made an effort to secure any grade at all in this subject.&#13;
&#13;
Penmanship: His work in this subject is so far in advance of his progress in the other work that we shall take him out of the penmanship class for a time, permitting him to devote these periods to Business Practice or Office Appliance, whichever may seem to be best.&#13;

My dear Dr. Stearns:&#13;
&#13;
This is to notify you that Mr. Tu terminated his course of study June 6th as he states that it is his intention to return home to China in a very short time.&#13;
&#13;
You will be very much disappointed in the inclosed report, but I feel that the poor showing indicated thereon is in a large measure due to the fact that the young man’s mind during the past month has been on matters outside of his studies. June is a month in which a spirit of unrest is prevalent owing to the fact that it is our graduation period and the season when many are terminating their courses for the summer. Unless a student possesses more than an ordinary amount of stick-to-it-tiveness, his progress is materially retarded.&#13;
&#13;
Taking a long view of young Tu's course, we feel that we have accomplished some worthwhile results. Some of these may be more or less of an intangible nature. When he first came to us, he was sadly lacking in those traits of character associated with courtesy, gentlemanly bearing, and willingness to take advice. During the latter part of his course, he not only made a decided improvement with respect to these faults but also began to develop a sense of responsibility towards carrying out whatever he was instructed to do.&#13;
&#13;
In his studies, the ground he covered has been very limited, but the time he has spent on Accounting, Business Arithmetic, Business English, Spelling, Penmanship, and Typewriting has given him some idea as to the meaning of discipline and business procedure. &#13;
&#13;
We feel fairly confident that his Burdett training will be of some real value to him in his future career.&#13;
