I enclose draft for $1600.00 U.S.Currency for the expenses of my son Kuo Fang. Please acknowledge receipt of this in your next letter. I hope Kuo Fang is getting along all right and not giving you too much trouble.&#13;
&#13;
From what I hear, he is progressing nicely,thanks no doubt to your kind supervision. His letters indicate that he is quite happy and enjoying himself. He writes of his visiting Mr. Wickham of Hartford, my old schoolmate, and of their going to a circus' together and so forth. I am glad to notice the great improvement in his English. He also writes of playing football and other games, and I therefore rest assured that you are making a regular man out of him.&#13;
&#13;
By the way, I sent you a photograph through Mr.Wickham some time ago. I wonder if you have received it yet. Mr. Wickham was in China a few months ago, so you might find it interesting to talk with him about present conditions in China if you should happen to run across him.&#13;
&#13;
Right in the wake of the great famine came heavy rainfall and floods. We are now seriously afflicted with floods in several sections of the country. Some portions of our railroads have to suspend traffic on this account.&#13;
&#13;
We also have with us resumed fighting in Hupeh, Hunan and Kwangsi, and we do not know what the outcome will be.&#13;
&#13;
But we are looking forward with great expectations to the coming Pacific Conference in your country, and we hope that we with the help of your people we shall ultimately procure rights and justice in our international affairs.&#13;

My dear Dr. Stearns,&#13;

I do not know how to express my appreciation for the persevering attention you have given to Kuo Fong, it is a great relief to me to know that he is taken better care of than at home. Please do not feel too concerned over his attack of nervousness. It was not altogether a surprise to me because I know he had always been so affected. This complaint seems to run in the family. His brother Kuo Tso has been under electrical treatment for this illness, and is now quite recovered. Constant worrying, I believe, is the main cause, and I agree with you that with less occasions for excitement, Kuo Fong should be able to control his attitude of mind and thus make a decisive gain towards his physical improvement, and general welfare.&#13;
&#13;
Concerning, his plans for entering Amherst this fall, I have no particular objection, although, personally, I would like to have him in a business school, in this matter, however I do not want to force him against his own wishes. As long as he obtains your approval before actually carrying out his ideas, I shall be quite satisfied.&#13;
&#13;
Since receiving Kuo Fong’s letter, I have already sent you a check covering his overdrawn account. I am sorry this has happened so whenever due to some unexpected expense the regular allowance will not be sufficient, I would like to be notified if possible before the fund becomes exhausted so as not to bother you with making loans for overdrawing. His August remittance will be made as usual.&#13;
&#13;
To discuss the present situation in China is very discouraging. We have a government which has no authority and consequently cannot be held absolutely responsible for any action or lack of same. As an example of its powerlessness, the bandits who held up our only train de luxe are holding daily conferences on an equal footing with our Minister of Communications over conditions and demands submitted by the bandits for the release of foreign and Chinese travellers who were captured and kept as hostages, still we are hoping for the best. A change of the Cabinet is again expected; something might be accomplished by the new administration.&#13;
&#13;
Among the older boys who had been under your guardionship, I know quite a few. in fact I have three in my own family. S.S.Kwan and Tommy Lee are both in Tientsin, and they both remember Andover well. A few copies of the Bulletin come regularly and these chaps often gather around to talk of their old days.&#13;
Please accept my thanks for your kindness and your constant keeping me in touch with Kuo Fong's progress.&#13;

I am now remitting $6000 by forwarding you the 1st and 2nd of Exchange in your name. I think the next cablegram you send me after the receipt of this $6000 might be thus:&#13;

I have written to the children and asked them to say that, in the future, when you have letters for me, first let the children readdress them in Chinese before the letters are sent. I am moving out of Peking, having sold the house which I am occupying and it will take some time before I can get a permanent place. The Address in Chinese is the home of a friend. This arrangement will prevent my mail going astray.&#13;

As I wrote before the political situation is anything but assuring while political feeling is very bitter. I do not belong to any party and have made up my mind to leave Poking which will become the center of turmoil* Even my repeated remittances to you for the children is a part of my general scheme to avoid trouble and prevent disorder. The struggle between the North and South will soon be decided and the country will settle down to reconstruction under the control of the victorious party.&#13;

My dear Dr. Stearns,&#13;
&#13;
Your welcome letter of December 15 arrived last evening and I am glad the remittance of $2000 has reached you safely. I am now sending First Draft on $9000 to be followed up by Second Draft a fortnight hence. It is my intention to supply the children with sufficient money to carry them through for seven or eight years. The civil war in China and the foreign exchange are most uncertain elements. If their education is not disturbed all our minds will be relieved. I am sure when Dr. Sze returns from Europe he will write you about the children’s funds- Yesterday I bought another $6000 to be remitted to you later on. Don’t you think it advisable to place what is not immediately needed in fixed deposit so that we may get a small interest. I am always careful of the “penny”since it is the father to the “pound”.&#13;
&#13;
The children write regularly and in a most cheerful mood. They say that all the teachers and students treat them kindly. The only thing they miss is home. If their records of study can be preserved they may be able to get a scholarship provided their marks will come up to requirements. Will you kindly ask Mrs. Russell and Mr. Stearns, your brother, to keep this in mind?&#13;
Dr. and Mrs. Nye have resided in China for a long time. Mr. Julean Arnold, the American Commercial Counsellor wrote to them to meet my children and Mrs. Nye invitation must be in response to Mr. Arnold’s request. I will write to them to thank them for their kindness.&#13;
&#13;
I have met Dr. David Linn Edsall several times since his arrival in Peking. He said he knows you well and spoke of you in highest terms. He intends to call on my children when he returns to his duties in Harvard. Possibly Mrs. Dwight Hall of Dover, N.H. will ask my children to visit her when she returns to America. I took her in to dinner when we were guests of the American Minister. I also dined with Mr. and Mrs. Wallace W. Atwood, president of Clark University. They too would like to meet my children. I must not lose this opportunity to thank Mrs. Russell and Mr. Stearns for their parental care of my children. I feel that nothing is left undone for their bodily comfort and, their intellectual advancement. To my shame I have not yet written to either of them but I will do so by the next fall. And will you, Dr. Stearns, accept the heart felt thanks of myself and my wife for your interest in our children and your constant care for them? My wife cannot write to you direct because she knows only Chinese. She endorses every word I write.&#13;
&#13;
I enclose herewith the First Draft of a check for $9000 which kindly place in the same fund for the children’s school expenses. I purposely have the check in your name&#13;
as a safe guard.	You mentioned in your letter about rendering me an account. Please do not do so till Dr. Sze hands over to you the balance of the money still held by him. A yearly account sent during the summer vacation when you have more leisure to look after details would not be a bad idea. What do you think?&#13;

Dear Dr. Stearns,&#13;

On the 15th I sent "by registered, post the Pirst Draft of a Check for $9000. To supplement that letter I wish to suggest that on receipt of the money you cable me thus: “Tsai-Tirig-kan. Peking. Races.” In the word Races. R. C. mean Received, A.E.S are the initials of your name. I wish to know as quick by as possible that the money reached, you safely. After receiving your cable I will forward, another Check for $6000. We, that is, you, myself, and the children, shall not worry for lack of money to carry them through school.&#13;
&#13;
As to funds for summer vacation, I suggest that they should have only a very short vacation, a week or two if their health will permit. What do you think about putting them to a summer school so as to hasten their studies? I believe the children will agree to this plan.&#13;
&#13;
If this is not feasible please make the best arrangement you can. I do not approve of any fashionable seaside resort or any fast places. A quiet country town or village near the sea or lake would suit them both. A place where they can be together and not spoilt by questions, able Society or Associates. What are your views?&#13;
&#13;
As to the amount for their summer experiences, I think it would be better for you to select a place and make the necessary arrangements about their board and lodging giving each of them only their spending or pocket money. Please think the matter over and let me know when you find time. With best wishes,&#13;
