My wife and I arrived here on the evening of October 21st from China. Before I left home Mr. C.Y. Sun handed to me the enclosed letter together with a piece of very fine carved white jade. At that time it was my intention to come to England via America. I stayed in China longer than I expected, so I was obliged to give up my visit to your country.&#13;
&#13;
The enclosed sheet of paper shows you the size of the jade, which is a circular piece with a hole in the middle. Shall I ship it to you or wait till you send for it?&#13;
&#13;
Last Saturday I sent you a week-end cable letter reading as follows&#13;
&#13;
"Please ask Charles Sun come as soon possible. Cabling Legation Washington issue him passport. Kindest regards. Sze"&#13;
&#13;
At the same time I cabled to Minister Wu at Washington. I have now received a reply from him con-senting to issue to Charles a diplomatic passport. Not knowing Charles’ address, will you be good enough to instruct him to get in touch with either Minister Wu himself or with Mr. Yung Kwai for the passport. Members of the diplomatic body are generally granted by Transatlantic Steam Ship Companies a discount of 25% on their Steam Ship tickets. Charlie may be able to secure that from the Steam Ship Company by showing his diplomatic passport. Some of the Companies are more exacting who may ask for a letter from the Legation in Washing¬ton. As travelling during this time of the year is not very heavy, if I were Charlie I would only take a ticket at the minimum fare. After getting on board the steamer the purser is generally willing to grant a better cabin without additional payment. My children generally travel at minimum fare rate, minus 25% discount.&#13;
&#13;
I am anxious to have Charlie here as soon as possible. I am impatiently waiting for a reply from you to my cable message of last Saturday.&#13;

My absence from Washington during the week-end has prevented me from answering your letter of the 18th inst. before now. Mary wrote to my wife saying that she had been unexpectedly transferred from Abbot Academy to Merrimac and that she was unhappy. She appealed to my wife to beg her father to let her return home next summer. My wife answered that she would forward her letter to her father and that she did not feel that she could recommend any course for her father because she had not followed Mary's progress in this country. We, however, suggest to Mr. Sun, if he approves, to have Mary spend the summer with us and the Easter Vacation if it is sufficiently long to warrant the expense. We think that by living with us for a while, she may get over her homesickness. Last Christmas, my wife wrote Mary asking her whether she had made any arrangements for her vacation and if not to come to us.&#13;
&#13;
In view of the fact that we had forwarded Mary’s 1st letter to Mr. Sun, I am going to forward your letter and my reply also to him.&#13;
&#13;
If there is any way that we can be of service to you with reference to Mary, please do not hesitate to ask us.&#13;

I returned from Turkey last week. I found on my desk a letter from Admiral Tsai dated Nov. 14th in which he said that he had remitted another $2000. I have not received this remittance. I wonder if it had been sent to you direct.&#13;
&#13;
Admiral Tsai also asks me to arrange with you for a fee for your guardianship. Will you tell me frankly how I should answer him on this point? The Admiral also writes:&#13;
*1 appreciate what Dr. Stearns has done. The children are satisfied and are now studying hard. Their letters are cheerful and we are certain that you, Mrs. Sze and Dr. Stearns, are making their stay in the U.S. happy and comfortable.*&#13;
&#13;
Yesterday I sent you a box from our friend Mr. Sun. The two lacquer vases came in a damaged condition. The glass cover of the inner case cams broken and I presume that in turn damaged the vases. There are also two other presents for the other members of your house in the same box I forwarded to you.&#13;
What are the latest news you have of the Tsai and Sun children? If in any way I can be of assistance to you or them, please let me know.&#13;

My dear Dr. Stearns:&#13;
&#13;
I have just sent you the following telegram:&#13;
"Admiral Tsai Tingkan Chinese Minister Foreign Affairs desires to place daughter aged eighteen and son aged fifteen under your charge as guardian. They will arrive Unitedstates about September first. Can you find suitable school for them together for first year. I hope you will give me favorable answer for communication to Admiral Tsai."&#13;
&#13;
The above telegram is the result of previous correspondence on the subject. The Admiral wrote me on April 10th in regard to his children as follows:&#13;
"My daughter, Yunkang, who is now IS years old and my son, Pokang, 15 years old, are booked to sail for the States via Seattle Aug. 12th on board the "President Jackson". They are not very advanced in their English studies and must first be tuitioned in some private or preparatory school before they go to school and college. My object in sending them to America is because I want them to acquire a thorough knowledge of the English language. While in America I want them to be surrounded by good moral influence. Neither do I want them to be living together with Chinese students and talk Chinese day and night. X should like them to live in some American home and be treated as we were treated, as a member of the family. The fault with many of &#13;
the returned students is that they have not a sound knowledge of English and know little of the spirit and soul of the American people. The strength of the American people rests in their religious and moral attitude.  Take this foundation away and America would be little better than atheistic Russia.&#13;
&#13;
"Can you place my children in some preparatory school or private home either in Washington or some small town of 20,000 or 30,000 inhabitants in New England, preferably Connecticut or Massachusetts? I should like them to live together for the first year or two. If you do this for me and let me know how much it requires for their expenses for a year X will mrke all necessary financial arrangements* China is now a Republic and without education a republic is a dangerous form of government for an ignorant mob.&#13;
&#13;
"My daughter has short hair, but X like short hair better than I do short skirts."&#13;
&#13;
The following is my reply, dated May 19th:&#13;
I have just received your letter of April 10th asking me to find suitable schools for your son and daughter. I am in perfect sympathy with your purpose to give to your children an American education such as you had the good fortune to get years ago. But since you were here ideas about education have changed a great deal in this country. Furthermore, the American Immigration Act of 1924, has made it rather hard for Chinese students to come to the United States although its provisions apply to all foreign students alike.&#13;
&#13;
The requirements for a student applying for admission to the United States are: (1) that he must be at least 15 years old; (2) that he must have financial means to support himself as a student while in this country; and (3) that he must attend a school approved by the Department of Labor. &#13;
&#13;
"Your boy and girl will have no difficulty in complying with the first two requirements. Arrangements will have to be made with some schools approved by the Department of Labor to enroll them as students before they can be admitted into the United States. I would suggest that you place the matter in the hands of Dr. Alfred L. Stearns, Principal of Phillips Academy, Andover, Massachusetts, who, I am sure, will be able to place your boy and girl in suitable schools. I shall be glad to approach Dr. Stearns on the subject if you desire to have me do so.&#13;
&#13;
"It is important also to furnish them with Section 6 Certificates as students, duly visaed by an American Consul. These certificates are issued by Commissioners of Foreign Affairs. If they are not provided with proper papers they will have trouble after their arrival in this country.&#13;
&#13;
"As for allowance, I would suggest that you give each not less than $1,500.00 American currency a year. Of course when you were here you needed only about one third as much for expenses but times have changed since then."&#13;
&#13;
This letter has doubtless just reached Admiral Tsai, and the following cablegram, received this morning, is his answer:&#13;
"Please request Stearns Andover admit my children Pokang and Yunkang as pupils cable me."&#13;

Dear Admiral Tsai: &#13;
&#13;
Your letter of August 11 is received enclosing a draft for $4,000. As I cabled you today your two children have arrived at Seattle. The Consul there has been instructed to extend to them every facility in addition to the customs and immigration courtesies I have asked of the State Department. Unfortunately I shall have already left for Europe by the time when they reach Washington but the Legation will take care of them here until they go to Dr. Stearns. My family is still away for the summer so the living part of the Legation is only partially open. Under the circumstance , I should think it would be more comfortable to stay in some boarding house near the Legation.&#13;
&#13;
I am sending a check for 2,000 (half of your remittance)to Dr. Stearns at once and keeping the remaining $2,000 here part of which to be used for payment of incidental expenses they may be incurred before they leave for Mass. I propose to turn the balance over to Dr. Stearns about Christmas times. It would greatly simplify matters to have one person- that is, Dr. Stearns - to have charge of all the accounts. In fact, Dr. Stearns has more experience in deciding allowances, etc. for Chinese students here. &#13;

Dear Dr.Stearns,&#13;

The Western Union has delivered to me your telegram and remittance of sixty dollars. have handed the money to Mary.&#13;
&#13;
Charlie returns to Boston this evening. He has been very helpful to me. The accompanying letter was dictated by me to him, showing the result of our talks here. At first Mary wished me to ask you to allow her to see all visitors and to have full freedom of correspondence. This I declined to do. She was,however,quite insistent, so finally I proposed the postscript. I can not tell you how greatly I am impressed by Charlie’s good sense and sagacity.&#13;
&#13;
In view of the fact that Mary is prepared to continue at Whittiers, I wonder whether it is necessary to cable to Mr.Sun. Perhaps a letter from you, describing all the circumstances and also your visit to Washington, will suffice. In fact Mary never asked to be allowed to return to Abbot. She dreads of the college entrance examinations. I am inclined to think that I can persuade the Elmira College to be lenient on the entrance requirements.&#13;
Mary has not yet said when she will return to Mass. As soon as I know of her decision, shall either write or telegraph to you&#13;
