I note that you are at a loss to account for the authority by which this boy’s journey was interrupted. You, no doubt, realize that your camp is located very near the border and that Mr. Cheung boarded M.C. train at a border port. As Mr. Cheung did not have any proof whatsoever with him that he was lawfully admitted to the States, it was necessary for me to hold him for proper identification, which I endeavored to do in a respectful and considerate manner.
